Role description:

Arcadis is seeking an Electrical/ITS Inspector to join our team for a significant transportation project in Virginia. In this role, you will ensure all work is performed in accordance with VDOT Road and Bridge Specifications, approved plans, special provisions, NEC/NESC, MUTCD, and contract requirements. This position supports traffic signal systems, roadway lighting, communications networks, and ITS field devices on VDOT-maintained facilities.

Role accountabilities:

Construction Inspection & Compliance

  • Inspect electrical and ITS construction activities to ensure compliance with VDOT standards, plans, specifications, and contract documents
  • Verify installation of traffic signals, signal controllers and cabinets, roadway lighting, CCTV cameras, vehicle detection systems, dynamic message signs (DMS), travel time systems, and RWIS devices
  • Inspect conduit systems, pull boxes, foundations, poles, cabinets, wiring, grounding, bonding, and service connections
  • Ensure compliance with NEC, NESC, MUTCD, VDOT ITS Architecture, and VDOT Traffic Engineering standards

Testing, Turn-On & Acceptance

  • Witness and document testing of electrical and ITS systems, including continuity, insulation resistance, power, fiber-optic, and communications testing
  • Assist with signal turn-ons, system integration, burn-in periods, and final acceptance testing
  • Verify operational performance of field devices, controllers, communication networks, and TMC connectivity

Documentation & Reporting

  • Prepare VDOT-compliant Daily Work Reports (DWRs) and inspection documentation using VDOT systems (e.g., Site Manager / iPM or current VDOT platforms)
  • Track quantities, pay items, and materials installed
  • Identify, document, and follow up on non-conforming work and corrective actions
  • Review and verify shop drawings, product submittals, and as-built plans

Coordination & Communication

  • Coordinate inspection activities with VDOT project engineers, residency staff, contractors, utility companies, and local agencies
  • Participate in project meetings, field reviews, and inspections
  • Communicate construction issues, safety concerns, and schedule impacts to VDOT representatives

Safety & Traffic Control

  • Ensure compliance with VDOT Work Area Protection Manual (WAPM) and approved traffic control plans
  • Monitor jobsite safety practices and report unsafe conditions
  • Verify proper installation and maintenance of temporary traffic control devices

Required Qualifications:

  • High school diploma or equivalent required
  • Associate’s or Bachelor’s degree in Electrical Engineering, Engineering Technology, or related field preferred
  • Minimum 5 years of experience in electrical, traffic signal, or ITS construction inspection on transportation projects, VDOT experience preferred
  • VDOT Electrical Inspector Certification required or ability to obtain

Key Skills and Abilities

  • Thorough knowledge of VDOT Road and Bridge Specifications and ITS standards
  • Ability to read and interpret construction plans, wiring diagrams, schematics, and special provisions
  • Familiarity with fiber-optic systems, Ethernet networks, and field communications
  • Proficiency with inspection reporting software and basic computer applications

Preferred Qualifications:

  • NICET Level II or III in Electrical Power Testing, Transportation Engineering Technology, or Traffic Signal Systems

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
